EECS guarantees of origin and how to apply

Guarantees of origin are electronic certificates that guarantee the origin of electricity. Guarantees of origin that are transferrable to other states who are members in the Association of Issuing Bodies are called EECS guarantees of origin.

For each produced megawatt hour (MWh) producers of electricity receive either one national guarantee of origin (National GO) or one international guarantee of origin (EECS-GO). The GO shows what kind of energy source the electricity derives from. GOs can be issued for any kind of electricity production and can be bought and sold on an open market that includes electricity producers, suppliers and traders. The electricity supplier buys the amount of GOs equivalent to the quantity of electricity they want to sell.

The European Energy Certificate System (EECS) is based on common rules for GOs that are transferrable to other states who are members in the Association of Issuing Bodies. The Swedish Domain Protocol sets out how the EECS rules are implemented within the Swedish domain.

How to apply for EECS guarantees of origin

In order to be approved for issuing of EECS-GOs, the facility must first be approved for issuing of national GOs. These applications can be submitted together if the facility is not already approved for GO's.

In an application for the issuing of EECS-GOs, both an application for a certificate-account and an application for a special EECS-account must be submitted.

A new producer who wants to apply for issuing of EECS-GOs for a production device needs to fill in these forms:

Note: if an application is signed by a representative, an authorization (power of attorney) must also be sent in.

As an owner of a production device your certificates will be issued to your Cesar account. You can then start transferring EECS-GOs.

How to apply for a special account (EECS account)

If you are not an owner of a production device and only want to trade with EECS GOs, you need to fill these forms:

Once the application has been approved an EECS account will be opened in Cesar and you can start buying, selling, or transferring EECS-GOs.

For international applicants without a Swedish social security number

Please be aware that applicants without a Swedish social security number need to apply for Freja eID to gain access to the Cesar register. You will receive further instructions for Freja eID access after you have submitted the application above.

  • Issuing fee EECS guarantees of origin 0,05 SEK / per piece
  • Import fee EECS guarantees of origin 0,03 SEK / per piece
  • Export fee EECS guarantees of origin 0 SEK / per piece
  • Account fee for those with production devices with issuing of national guarantees of origin 200 SEK / year
  • Special EECS account for account holders of production devices 200 SEK / year
  • Special EECS account for electricity suppliers and others 5 000 SEK / year
